About the role

We are seeking a Foreign Military Sales (FMS) Analyst to support the acquisition and delivery of soldier equipment to international partners through the U.S. Government’s Security Cooperation and Foreign Military Sales programs. The ideal candidate will have direct experience managing FMS cases throughout the full case lifecycle, from initial customer requests through case development, implementation, execution, and closure.

The successful candidate will understand applicable Security Cooperation policies, FMS funding mechanisms, export controls, and foreign disclosure requirements. This role requires strong analytical, organizational, and communication skills, along with the ability to coordinate across government agencies, program offices, logistics organizations, and international stakeholders.

Responsibilities:

  • Support cradle-to-grave management of Foreign Military Sales cases, including pre-Letter of Request (LOR) activities, case development, implementation, execution, and closure.
  • Track FMS cases throughout the development and execution process, monitoring cost, schedule, performance, funding, logistics, and delivery requirements.
  • Apply the Defense Security Cooperation Agency (DSCA) Security Assistance Management Manual (SAMM), particularly Chapters 4, 5, and 6, and applicable Department of Defense acquisition policies and procedures.
  • Support the development, review, and processing of Letters of Request (LORs), Price and Availability (P&A) requests, Letters of Offer and Acceptance (LOAs), case modifications, and supporting documentation.
  • Analyze foreign partner requirements and coordinate the identification, procurement, shipment, and sustainment of requested equipment and services.
  • Coordinate with program management offices, DSCA, U.S. Army Security Assistance Command (USASAC), Foreign Disclosure representatives, logistics personnel, and other relevant government stakeholders to facilitate case development and execution.
  • Evaluate equipment release and configuration requirements in coordination with Foreign Disclosure representatives and applicable security, technology transfer, and export control authorities.
  • Apply knowledge of the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act (AECA) to support compliant international transfers of defense articles, technical data, and defense services.
  • Support FMS funding and financial management activities, including understanding the distinctions between FMS, Foreign Military Financing (FMF), and Building Partner Capacity (BPC) funding.
  • Monitor case status, funding execution, requisitions, shipping requirements, action items, and program milestones to ensure timely completion.
  • Prepare program reports, briefings, correspondence, and decision-support materials for senior leadership, government customers, and internal and external stakeholders.
  • Maintain accurate case records, schedules, program documentation, and action-item tracking using applicable government systems.
  • Identify and resolve complex programmatic, acquisition, logistics, and case execution issues while maintaining compliance with established policies and procedures.

Qualifications

  • Active Secret security clearance.
  • Demonstrated experience supporting Foreign Military Sales and/or Security Cooperation programs.
  • Working knowledge of the FMS case lifecycle, from pre-LOR activities and case development through implementation, execution, and closure.
  • Familiarity with DSCA's Electronic Security Assistance Management Manual (E-SAMM), particularly Chapters 4, 5, and 6.
  • Understanding of LORs, P&A requests, LOAs, case development, and case execution processes.
  • Knowledge of the roles and responsibilities of key Security Cooperation stakeholders, including DSCA, USASAC, program management offices, and Foreign Disclosure representatives.
  • Understanding of foreign disclosure, technology release, export controls, and ITAR requirements as they apply to international defense equipment transfers.
  • Familiarity with FMS, FMF, and BPC funding mechanisms and their respective obligation and expenditure timelines.
  • Strong analytical, organizational, written communication, and verbal communication skills.
  • Ability to prepare and present program updates, briefings, and recommendations to senior leadership and government stakeholders.
  • Ability to manage competing priorities, track detailed program requirements, and meet deadlines in a dynamic environment.

Preferred Qualifications:

  • Experience supporting the acquisition, procurement, or international transfer of soldier equipment.
  • Familiarity with night vision devices and laser rangefinders, including AN/AVS-14, Moskito, and PLRF systems.
  • Experience using ETMS2 and other government case management, correspondence, task tracking, and Security Cooperation information systems.
  • Experience coordinating equipment release reviews, foreign partner requirements, logistics planning, and sustainment activities.
  • Experience supporting congressional notifications, case funding forecasts, requisition tracking, and program execution reporting.
  • Experience working with U.S. Army acquisition and Security Cooperation organizations.
